Mobilink Reference Database.

Does the Reference database need to be created on the same server as
the Consolidated database?  And do the system tables need to be installed 
on the Reference database as well?

The reference database MUST be an ASA database.  Therefore, those tables
already exist.

No it does not need to be installed on the same machine as the consolidated.
Consider this situation.
1.  Your enterprise database is Oracle (bad choice I know)
2.  There is only 1 enterprise database server locked up in a heavily air
conditioned room.
3.  You are using a laptop to develop your application.
4.  You have an ASA 7 reference database
5.  As you develop, you use YOUR reference database
6.  Once you get far enough along and want to start synchronizing with
Oracle you call ULSynchronize.

Yes Thank you that helped!

Except, after setting up my consolidated database and then
my reference database, consolidated database being Microsoft SQL
Server 6.5, I have set up a test client by extracting the reference 
database with the mlxtract utility.  You say to invoke 
sychronization I need to use ULSychronize.  Isn't that for Ultralite 
applications?  Don't I need to use the dbmlsync utility?

Correct, for ASA remotes you use DBMLSync
