Can't use string ("bug/create/create-guided.html.tm") as a HASH ref - Bugzilla 2.16.5

- I could use some help with my Bugzilla install -

 I have installed the stable release of Bugzilla (2.16.5) and have
customized some of the templates (which is a cool new way to do
things).  I am following the instructions to modify create.html.tmpl
and comment.txt.tmpl to create some fields for bug entry.  However, I
get the following perl error message and I can't figure out why:

Can't use string ("bug/create/create-guided.html.tm") as a HASH ref
while "strict refs" in use at
/usr/lib/perl5/site_perl/5.8.0/Template/Provider.pm line 663.

I am new to Perl and can use some help from anyone who has experienced
this or knows what I am doing wrong.  I downloaded the example
create-guided and comment-guided from the 2.17 tarball.  They don't
work either - same message.  My syntax seems correct...I am lost.

Additionally, I am accessing this file using the following URL:

bugzilla/enter_bug.cgi?product=TestProduct&format=guided

Any help would be greatly appreciated!!!

Things taken out of a 2.17.x tarball are *very* unlikely to work on a 
2.16.5 installation.  There's been a *LOT* of infrastructure changes 
since 2.16.

That won't work on 2.16.5 - as Dave says, loads of things have changed 
since then, including adding support for the feature you are trying to use.

Either use the latest development release, 2.17.7, or wait for the 
release of 2.18 in a month or two.

Actually, I got this working in 2.16.5.  When sniffing around the
code, I decided to try and comment out the "use strict" syntax in the
perl file that was complaining.  After doing so, I received a "You do
not have permissions to access this file".  Not thinking about it,
apparently I created the create-guided.html.tmpl file as root.  Turns
out, all I needed to do was chown root.apache to the created files and
the message no longer appeared (of course, I returned the perl file to
its original state).

My problem then was getting the fields to print to the comments field.
 The comment-guided.txt.tmpl will not work.  However, if you edit the
comment.txt.tmpl directly in ../template/en/default/bug/create/ then
it seems to work fine.  I would imagine the risk here is when you
update with CVS.  Any others??

Hope this helps with anyone who wants to use custom fields with the
latest stable release of Bugzilla.  My next step is to try and use
custom fields in the show_bug.cgi so users can format comments when
editing a bug.  Anyone used custom field templates like this before?

I'm still tinkering around so, if you can forsee a major blunder on my
part, please, let me know.

Can't create new bug
Just upgraded from 3.6 to 4.0; I didn't have any groups defined before, but I didn't have any trouble making bugs. I've now created a group that's the almost equivalent of the system's admin group -- this group is in all groups, it can edit all groups, admin is in this group, and admin can edit this group -- however the 'use for bugs' option is checked.
