Patches: difference between 2 patches

I'm trying to get the Difference between 2 patches functionality, but 
after checking the docs, it's not clear to me what I need to install to 
make this work.  Any hints?

	The patchutils package (which contains interdiff), and the
PatchReader perl module.

OK, this is advance warning that I'm about to be reposting a bunch of patches of mine which appear to have succumbed to Warnock's Dilemma. The first three should be uncontroversial: there's a documentation fix-up for core.ops, and new tests for strings and stacks. perldoc patch for better $Config{pager} support, mandir patch, fhs patch
Here are a few patches from Red Hat's Rawhide perl. Our other patches are pretty much specific to our build system and such, but I'd be glad to post them if anyone is interested. Of course, if someone sees better ways of achieving these results with simpler patches (or just Configure options) that I've not found, suggestions are more than appreciated. Problem applying custom fields patch (bugID 91037) to bugzilla 2.18.2 and 2.18.3
I'm clumsy/new with/to this perl and patching, so please excuse if 'problem exists between keyboard and chair'. I want to use bugzilla but I need the custom fields patch. I downloaded bugzilla 2.18.3 and tried applying the patch (perhaps incorrectly) and received some errors, so thinking that the custom fields patch might not be OK w/2.18.3, I downloaded and made a fresh install of bugzilla 2.18.2 and tried to apply the patch. ISS recently released a patch for the much published denial of server venerability in BlackIce Defender. Yet, eEye referred to the venerability as a buffer overflow.
