Do you have Read/Write/Change access rights to the DotNetNuke directories?
Providers\DataProviders\AccessDataProvider and
Providers\DataProviders\SQLDataProvider: SQL Script logs are written here

Make certain that read/write/change permissions are assigned to 'Drive:\ YourDir\Portals\_default\Logs '
