First Time - can build but can't figure out why I can't see or debug and step through project

I've just downloaded, installed and compiled the DotNetNuke 3.1.1 solution.  I can build it, but I can't get to the start page or step through and debug it to see how it works and to begin work customizing it.

I get the message Error while trying to run project: Unable to start debugging on the web server.   I've copied the contents of the release.config file to a web.config file and I set the debug to rrue.  I running debug mode, but can't figure out why I can't see the web page in my browser either.  

Is there a file that gives specific instructions for how to set up the application in VS to set up to customize?

I'm maintaining a module (Regexp::Common) which has a large set of tests. Therefore I decided to not put all the test scripts in t/, but to make subdirectories in t/. don't see mails, don't see mail text

my c# project doesn't see the vb's dotnetnuke.portalmodulecontrol.base.Settings
I added the dotnetnuke to my project's reference. But when I type base. the method Settings is not there. I tried to see the 'base' definitions, and it says its not there. Then I tried to see DotNetNuke.PortalModuleControl definitions, but It just shows me the object browser with a single thread called 'bases and interfaces' with nothing inside. Messages don't always get sent if computer's date isn't right
I've found that if my computer's date is off by more than some unknown amount, when I send a message it doesn't always really get sent. Yet I don't get an error indication, and the message appears in my Sent folder right along with the rest of my sent messages. Anyone know how much my computer's date can differ from true time before this problem appears? Some of my messages to newsgroups had their dates off by two years, but still got posted.
