Oracle/Powerbuilder connection solution (ORA-12203/12154/03121)

If you're getting one of these messages:
  ORA-12203 TNS:unable to connect to destination
  ORA-12154 TNS:could not resolve service name
  ORA-03121 no interface driver connected - function not performed
