We are delighted to announce the first release candidate of version
28.2, the second maintenance release of version 28 of Perl 5.

You will soon be able to download Perl 5.28.2-RC1 from your favourite
CPAN mirror or find it at:

for v5.28.3!

The final v5.28.2 is expected to ship on April 19th.

Presumably it's too late to cherry-pick 0d9e812de5885109 to fix GDBM
test failures before the release.

I'd like to see this on maint-5.28 soon for the reasons described at
https://www.nntp.perl.org/group/perl.perl5.porters/2019/04/msg254228.html
