Sawyer,

When I go to download this from a mirror via FTP, I can locate the 
tarballs underneath the releasor's directory, e.g.:

ftp://ftp.funet.fi/pub/languages/perl/CPAN/authors/id/X/XS/XSAWYERX/perl-5.28.0-RC1.tar.gz

But I cannot yet locate it under the src/5.0 directory, i.e., I can find

ftp://ftp.funet.fi/pub/languages/perl/CPAN/src/5.0/perl-5.27.11.tar.gz

.... but I cannot yet find:

ftp://ftp.funet.fi/pub/languages/perl/CPAN/src/5.0/perl-5.28.0-RC1.tar.gz

Could you investigate as to why the symlinks have not yet been created?

I would think PAUSE admins would know more about how things show up here:

which I assume is what's upstream of the mirror at funet.fi, but I
don't really know.

Looking good on Windows (8.1 x64) with VS2017 x86: Builds & passes all
tests, and moreover mod_perl2 and libapreq2 are working too :-)
