Firefox 60.0 - Where did the new tab gear icon go?

I just updated Firefox to 60.0 64-bit under Windows 7.  I wanted to 
check the settings for new tabs, but when I start a new tab, there is no 
longer a gear icon on the page.  How can I get to the settings for a new 
tab?  Thanks.

Still there in the upper right hand corner of the tab for me in 60 on Win10.

Thanks.  I hadn't, but I just did, and that didn't help.  I also 
temporarily renamed my user.js file (so it wouldn't activate), undid the 
prefs that were in that file in about:config, and restarted Firefox, but 
no joy.  I also started Firefox in "Run as Administrator" mode, which 
has no settings or extensions at all, and still no gear icon.  Very 
frustrating!

This is now resolved.  Somehow, my browser.newtabpage.enabled pref had 
been changed to false.  Changing it to true fixed the problem.  Thanks 
for your assistance.

Does Ctrl-T not still open a new tab?

Yes, it does, but that wasn't what I was after.  I wanted to set 
preferences that are available when you click the "gear" (or "cog") icon 
which is in the upper right corner of a newly created tab.  At any rate, 
I found the problem as to why that icon wasn't appearing and fixed it 
(see the SOLVED message).  Thanks anyway.
