User Gruop Restriction guideline required

I am in a critical situation.

I have a product name HR. Member or group HR can access its bugs and edit. 

Now I have to create a group MANCOM. Now MANCOM members have access on HR product bugs and can launch new bugs. 
How can i configure so that Bugs started by MANCOM members are not visible to HR members ????

There's an additional setting not documented yet:

> strict_isolation
> Don't allow users to be assigned to, be qa-contacts on, be added to
> CC list, or make or remove dependencies involving any bug that is in
> a product on which that user is forbidden to edit.

That both groups really should use the same product wasn't clear to me
from your initial question, in my opinion it would make setup a bit
easier and more reliable to clearly distinguish those. But
nevertheless, individual bugs are restricted by groups, that's what
MemberControl and OtherControl are for.

I understood your point.

But my question is, Is it possible to make a bug visible to a user while invisible to another user, where both of the user belongs to same group ???

Both users being part of the same group(s) is another detail you did
not mention in both of your former question. Maybe you should take
your time to describe the current situation and your goals as detailed
as possible?

Said that, my former answer still applies: Everything depends on which
grioups are actually in use, which users are members of which group
and into which group bugs are placed in the end. If there is some way
to disinguish your two users and groups, yes, bugs can be hidden from
the other, if not, not. It all depends on your groups, users and
MemberControl/OtherControl.
