especially what you have done exactly, if you are installing freshly
or upgrading, which OS and/or distribution you are installing to etc.

Either your schema is broken for some reason or your version of
MySQL/MariaDB is too old. You need at least 5.6, which supports
FULLTEXT INDEX for tables using InnoDB, which is the default these
days by Bugzilla.

This is resolved after upgrading mariadb from 5.4 to 10.2.
