It's not clear what exactly you are asking for, who wnats which
ifnormation and against who you want to protect which information. So
please make that more clear.

In general, there's no log covering everything changed somehow in
Bugzilla. Things like changes to bugs are covered by their change
history and can be queried using reports etc. Things like changed
preferences by users or system wide changes by admins e.g. creating
groups, changing memberships etc. are not logged in any way.

Additionally, you currently can't protect against changes to bugs at
database level as well. Whoever has access to your database, like your
admin in most cases, can change arbitrary things regarding bugs
without being covered by the change history normally kept by Bugzilla.
So an admin could easily change priority of a bug or its description
using plain SQL and you would never know.

My understanding is that preventing those kinds of things is beyond
the scope of Bugzilla. You would need to implement protection against
those things otherwise, e.g. directly on database level "somehow". But
even that would not be enough, because an admin of course could simply
change the Bugzilla code files to behave differently, depending on
your configuration Bugzilla might store attachments of busg in the
filesystem instead of the database, those files could be changed by
admins as well etc.

So if you don't trust your admin, you are pretty much lost.
