This preference is defined as "whether links from other applications or
from web pages which request to open them in new windows are opened in a
new window or a new tab in the most recent window".

But I'm not sure why I'd want these two completely different use cases
lumped together.  The whole point of tabbed windows is to group together
similar sets of pages.  Links from web pages, therefore, should open in
the same window as a new tab.  But links from other applications should
open in new windows.

I'm not sure what use case would cause these to be the same.  If you
check it, that means "always use tabs", but the only reason I can see to
do that is if you only use one window for everything (which the current
tab mechanism can't easily support, beyond about a dozen tabs).  If you
clear it, that means "new windows are OK", but then I'm counting on the
Firefox popup-blocker, which doesn't always work so well.

Of course, half of this would pretty much be a non-issue if the status
bar showed where a link is going to open, like Safari has done for
years.  Can't you just copy that?
