I don't know if this the same problem but take a look:

Also try disabling (all) 3-d party IDE pugins (or reinstall them).

That's not so easy if you can't start the IDE. <g>

I would recommend changing the shortcut that starts Delphi or RSD
Studio to include the -rfoo command line parameter:

  "C:\Program Fil...<snip>\bds.exe" -rfoo

Then the IDE starts with a totally clean slate.

If it is what I think it is then it is the same problem that appears if
you use Delphi 2007 with IDE Fix Pack on Windows 8/8.1.

If you use IDE Fix Pack 4.4 for 2007 then you may downgrade to version
4.3 that worked for Windows 8/8.1 and should also work for Windows 10.

Alternatively you can disable the problematic IDE Fix Pack patch by
adding the following global environment variable:

   IDEFixPack.DisabledPatches=DotNet.GlobalizationSearch

(If you use tools like Launcher to start the IDE, you need to restart
your computer/restart Launcher, so Launcher knows the new env-variable)

What Stackoverflow question? Do you mean the one where D2007 throws an
"int 3" error (External Exception 80000003) ? IDE Fix Pack doesn't have
"int3" in it. IDE Fix Pack even didn't look for them, that's why one
patch of the newer 2009+ IDE Fix Pack's failed under Windows 10. But
that doesn't have anything to do with the "External Exception 80000003".

I read this newsgroup posting and had some spare time and a Windows 10
VM.
