D2007 - cannot install third party VCL package

D2007.
I tried to install third-party VCL package but when I install the design 
time package after compiled the runtime package I got the error message:
Unable to install package
c:\Document and Settings\All Users\Documents\RAD 
Studio\5.0\Bpl\MyPackage.bpl

Why it is looking into that path?

That is the default location for BPL files, and the IDE installation
has added it to the system PATH.

Design-time packages can reside anywhere since they are installed into
the IDE with the full path. Run-time packages used by these design-time
packages have to be in a folder on the PATH, however, since they are
loaded like DLLs (well, they *are* DLLs) by the Windows program loader,
by file name only. The loader has to rely on the imports section of the
design-time DLL to figure out which other modules are needed, and this
section does not contain full pathnames. Look at the online help for
the LoadLibrary API function, that topic contains a description of the
search strategy the loader uses to find a DLL.

Sorry, I don't quite follow.

Are you saying I need to look at the source code of the third-party VCL 
package and modify them?
Or I need to modify the PATH?

I noticed the VCL was installed in the component pallete successfully.
Why is that?

You need to look at the *project options* for this 3rd-party package.
Part of the options are the output folder for the generated DCP and BPL
files for a package. In my experience it is best to simply leave these
settings empty, so the IDE uses the defaults defined in the
Tools->Options dialog. The IDE installation has added the output folder
to the PATH, so this will practically always work.

Hi, I used SQL-Programmer a couple years back for System 10 and I'm now on a project using ASE 11.5.x or 11.9.x. Has anybody used SQL-Programmer 20001 on ASE? If so, what is your Opinion??? I have component package that is written in Delphi and for C++ Builder XE. The supplier provided install instructions, but it will not install. When I select Build/Install a file called "pasall.tmp" is created in one of the source folders.
