 I think you need to set the customError to "Off" rather than "On" to see the real error.

Your web.config didn't have any setting for customError and the setting is probably inherited from the root web.config.

All you need to do is to add this line into your web.config (following this line <authentication mode="Windows" />)

<customErrors mode="Off" />
